Laila lowered her head and examined the name Muuge had pointed to. It was written in the kingdom’s ancient script—but she could read it.

“Anes.”

Laila softly repeated the name, almost whispering. Eustar, as if responding to her, read aloud the words written beneath it.

“Left the city.”

It was a brief note. Neither the purpose of the departure nor the destination was recorded. Next to it, another name appeared: “Unnamed,” which likewise bore only the phrase, “Left the city.”

Muuge lifted her head.

“But this was already checked once. Where’s the record explaining why he was excluded from the city’s spirit registry?”

“That’s right here!”

The fairy proudly squeaked and flipped open an enormously thick book.

“This book contains records of every decree ever issued by the city! Here it is—the decree excluding Anes from the city’s spirit registry.”

With a single flick of her blue hand, the pages turned by themselves and stopped at a specific page.

Muuge stepped slightly aside to let Laila and Eustar see the book and began slowly reading aloud the lines densely covering the page.

“Anes Sellack, mage of time above and below, and of water magic: for having thrown the city into chaos and sought to beguile the virtuous, he is hereby excluded from the spirit registry. From this moment onward, no one shall exchange knowledge with Anes Sellack nor share affectionate greetings with him.”

The decree continued at length below, but all the passages repeated similar content. Before Laila or Eustar could even ask questions about the confusing edict, the fairy squeaked again in a haughty tone.

“It’s the elders’ duty to issue decrees! Every single elder must agree before a decree can be passed! Only when all elders issue identical decrees is a decision finalized!”
