Pelio mistakenly believed that Ermedilin’s blank stare at his cheek stemmed from concern for the people.

Of course, Ermedilin did worry about them—as Empress and as a human being—but she felt a pang of guilt over Pelio’s misunderstanding.

The word “we” slipped out thoughtlessly as she scrambled for something to say.

Though Ermedilin had merely let the word pass without thinking, it sank deep into Pelio’s heart and lodged there firmly.

Pelio clenched his face even tighter to keep his smile from leaking out at the corners of his mouth.

But once he managed to control his lips, his cheeks began twitching uncontrollably.

“We do have water channels, but the drainage system is far too weak. We draw clean water from the reservoir, yet the sewage doesn’t drain quickly enough, so stagnant water accumulates and becomes contaminated.”

“Then the first priority should be improving the drainage system, shouldn’t it?”
