A doctor exists only because there are patients.

If not a single person in the world were sick, those who heal illness would have absolutely no reason to exist.

Their organization had played the role of creating those “patients,” and considered themselves a group making significant contributions to society.

Though who in the world would say war is good, many believe it is necessary.

Nurtured in the dark self-interest of such people, the organization had long since taken firm root in a nation, quietly operating behind the scenes for a great length of time, accomplishing many tasks.

Precisely because they were, in every sense, a “necessary evil,” they received substantial support from many legitimate quarters.

Thus, had things continued as they were, they surely would have smoothly secured a central position in the shadows, enjoyed rewards commensurate with their efforts, and contributed to creating a more prosperous nation by sowing measured chaos.

The man at the helm of the organization was proud of his role.

Even though, from some point onward, mysterious individuals with strange powers began frequently interfering and sabotaging their operations, he never wavered—even under the label commonly pinned on him as a “villain.”

“We are doing work that benefits society.” The man had always steeled himself with that belief.

But from some time onward, things began to unravel from within.

The man, who had been receiving military support from several defense contractors thanks to government backing, heard reports that one company—the very firm supplying his organization with the most weapons—was steadily downsizing its operations due to its newly appointed chairman.

Glancing over the new chairman’s name and profile, the man clicked his tongue with a cigarette dangling from his lips.

If someone inherits much from their father, they ought to enjoy it and wield it wisely—not recklessly throttle their own neck with unnecessary intelligence and useless righteousness, which the man found utterly unacceptable.

Still, out of the goodwill built up through dealings since the father’s era, the man decided to offer one final opportunity—and attempt persuasion.
